摘 要:
本世纪头20年，是我国改革发展的重要战略机遇期。要抓住机遇，深化改革、扩大开放、加快发展，实现全面建设小康社会的宏伟目标，需要一个和谐稳定的社会环境。我国是一个拥有13亿人口的大国，9亿在农村，没有农村的全面小康，就不会有全国的全面小康；没有农村社会的和谐稳定，就不会有整个社会的和谐稳定。乡村是农村构成的基本单位，因此，建设和谐稳定的新农村，离不开平安乡村建设这一基础性工程。[著者文摘]
