摘 要:
欧盟中小企业数量众多，在欧洲的就业创造方面起着更大的作用，中小企业是欧盟提高竞争力和创造就业机会的重要源泉，是解决失业问题最重要的工具。欧盟中小企业就业政策的特点有：为中小企业创业和就业创造提供财政税收支持和金融支持，放松对中小企业的管制，减轻中小企业的负担，促进中小企业间的合作。欧盟支持中小企业就业的政策框架包括：中小企业的创新政策、环境优化政策和竞争力政策。借鉴欧盟中小企业的就业创造政策，要大力促进中国中小企业的发展，重视中小企业在就业创造中的作用。[著者文摘]

Small Enterprise Employment Policies of the EU and Their Revelation to China

Abstract:
The numerous small enterprises are a major solution to the unemployment problem while contributing to the competitiveness of the EU, the employment policies being characterized with maximum tax and financial support for small enterprise initiation, liberalism in small enterprise management, minimization of burdens for small enterprises, and promotion of small enterprise cooperation. The main policies to these ends concern renovation, environment and competition. Such measures as implemented by the EU are of promising potential for China＇s small enterprise employment practice.[著者文摘]
