户籍制度的本原功能包括“确认公民身份”和“统计人口数据”两方面。我国现行户籍制度的功能缺陷在于既超越其本原功能又使本原功能效力不足。必须通过渐进式改革，建立具有合理功能定位的户籍制度目标模式。[著者文摘]

The functional discussion of the census system

Abstract:
The meta-function of the census system comprises the confirmation of citizenship and the calculation of population. The dismay, however, of the current census system is that it messes up the principal function. So this paper argues for a new model of the census system with reasonable functional identification by gradual reforms.[著者文摘]
