摘 要:
当前广东农村非法群体性事件呈现出诉求的一致性、组织的严密性、类型的集中性、事件的违法性、社会的危害性等新特点。事件起因主要包括各方利益冲突，依法维权意识淡薄，维权渠道不畅，干部化解能力不强，矛盾处理机制不健全等方面。预防和处置此类事件必须从坚持社会公正原则，协调农村各种利益关系；规范政府行为；提高群众法制意识；健全利益诉求机制等方面做好工作。[著者文摘]

Abstract:
Currently, the illegal group events in Guangdong＇s rural area are displaying some new salient features, -the conformance of appeals, the strictness of organization, the concentration of type, the illegality of events, and the harm to society etc. It gives occasion to the events that many-sided benefit conflicts, mass interests are infringed, the ideas of lawful asserting rights diluted, the channels of asserting rights blocked, the asserting cost is not rationalized, the mechanism to solve conflict not completed, the cadres＇ working capability not strengthened. To prevent and handle such events must stick to impartial criterion to harmonize multilateral interest in rural area, normalize government conduct to guarantee mass legal right, uplift mass law-abiding consciousness and the outlook of overall situation, boost democracy and nomocracy to complete interest appealing mechanism for constituting scientific and effective settlement system.[著者文摘]
