摘 要:
当前,一些学者将腐败现象的原因归因于制度缺失,但现实问题并非是无法可依、无章可循,而是有法不依、有章不循。笔者认为,制度缺失并不是当前腐败产生的根本原因,而应归因于法治文化缺失。本文从文化的角度探讨了腐败产生的原因,并提出法治文化建设才是预防腐败的一种长期而有效的对策。[著者文摘]

Abstract:
Recently, some scholars owe the causes of corruption to institutional defect, yet the truth is not that there are no laws to abide by, no rules and regulations to follow, but that the laws are not fully observed, rules and regulations are ignored. The author believes that it is not the lack of institution, but the lack of the legal culture which leads to corrupt. This paper discussed the relationship between legal culture and corruptions, and it is a long-term and effective countermeasure of preventing corruption to construct legal culture.[著者文摘]
