摘 要:
建国后五十多年，尤其是恢复地方立法后的近三十年，地方立法逐渐成熟。在未来数年内，会突出呈现以下发展趋势：人性化色彩更浓，愈加尊重人性和尊严；自主性立法将成为地方立法的主要形态；调整内容、规范程度等方面的差异进一步扩大；立法模式由政府单一立法模式向政府立法与社会立法相结合模式转变；中央与地方、地方与地方之间的立法良性互动逐渐加强。[著者文摘]

Abstract:
The local legislation becomes mature in the fifty years after foundation of the People＇s Republic of China, especially in the almost thirty years after resumption of the local legislation. In the future years, the local legislation will possess the following tendency of the development： the local legislation will focus more on the basis of humanity, and will become more respectful on the humanity and dignity; the independent legislation will be the main form of local legislations ; the difference of the adjustment of content and degree between local legislations will expand further; the pattern of legislation will be transformed from the single legislation led by the government to the combined legislation led by the government and the society; Benign interaction will be strengthened between the central legislation and the local legislation, between local legislations.[著者文摘]
