对水利工程项目监理“质量控制、进度控制、投资控制”的三控制的原则、程序和方法进行阐述。工程建设监理的控制管理主要包括“质量控制、进度控制、投资控制”三大内容。三大内容中投资控制是基础,进度控制是条件,质量控制是核心。因此,工程建设监理必须抓住质量这个核心。[著者文摘]
