摘 要:
从经济学的角度判断学术期刊版面费收取问题。收取版面费的初衷是弥补办刊经费的不足，也是我国市场经济作用的必然产物，有其合理性。但版面费严重膨胀，也对我国学术水平提升造成更大压力。必须分门别类进行规范：国家级“精品期刊”、科技“核心期刊”应财政全额经费办刊，杜绝一切名目收费现象；其他学术期刊可部分财政投资＋全国统一收费标准（不能超过100元／A4版）。并建立健全相应的法律、制度：严格“精品期刊”、“核心期刊”全额财政投入制度；以法保护作者监督制；弱化学术水平“量化”考量,减少期刊“收费稿”。[著者文摘]

Discussion on the Publishing Dues in Science Periodicals

Abstract:
The charge of publishing dues is analysed from the economic perspective. As the product of marketing economy, publishing dues can compensate the short age of funds of running a periodical. But o- ver eharge makes a big stress on the advanee of seienees, It has to be regulated. This paper suggested that the national exeellent and core periodicals be supported by publie finance, while for others, proper financial support should be given and dues should be charged lower than 100 ￥ RMB per A4 page. And the all periodicals must be eontrolled by law.[著者文摘]
