摘 要:
根据国际法和国际惯例，战败的日本理应向战胜国进行战争赔偿，这不仅是对受害国的一种经济补偿，也是对日本军国主义应有的一种惩罚。事实上，日本并没有进行真正意义上的战争赔偿。战后由于美国远东战略的变化，美国对日战争赔偿政策也随之改变，日本战争赔偿最终似是而非地解决。这不仅使日本逃脱了战争赔偿，而且也逃脱了发动侵略战争应负的责任。[著者文摘]

Abstract:
According to the international law and convention, Japan, as a defeated nation, was punished with the payment of reparations of war to the victorious nations. The reparations of war were not only a way of economic compensation to the victimized countries, but also a deserved punishment to the Japanese militarism. In fact, however, Japan had not paid for the war reparations in earnest, because the American policy on Japanese reparations was changed with its Far East Strategy. At last, Japan evaded its reparations of war as well as the consequences of waging the invasive war.[著者文摘]
