摘 要:
我国各地政府在农民合作经济组织发展方面或多或少地表现出行政介入不当与制度供给不足的不协调状况,出现了政府经济管理职能的“缺位”、“越位”和“争位”现象。政府干预的适度性是农民合作经济组织发展的重要保障。首先,需明确政府在农民合作经济组织发展进程中应当扮演的角色,重新界定和规范政府的管理边界。其次,应转变政府对农业的支持和保护方式,构建新型的财政支农体系;并优化服务功能,建立农民合作经济组织发展的保障体系。[著者文摘]

Abstract:
There exists discordant situation that government in all areas more or less intervene improperly or provide not suitable system in the farmers cooperative economical development. It appears the ＂vacant＂, ＂surpass＂ or ＂struggle＂ in the position of the government economical management function. The moderate intervention is the important guarantee for farmer cooperative economical organization development. Firstly, it is necessary to identify the role of the government, and to make sure and standardize the boundary of the government management. Secondly, to change the way of support and protect of agriculture of government so as to construct the new system of finance supporting agriculture, optimize service and set up the guarantee system for farmer cooperative economical organization development.[著者文摘]
