摘 要:
迁徙自由是一项基本人权，我国现行的户籍制度是在高度集中的计划经济体制下产生的，现在已经暴露出严重的滞后性。确认和保障迁徙自由是市场经济的客观要求，它既有利于实现社会公平、缩小城乡差别，又对维护社会稳定大有益处。所以，我国宪法应尽早恢复迁徙自由，并实行适应市场经济的新户籍制度。[著者文摘]

Abstract:
The freedom of changing one g residence is a basic human right, our country present domiciliary system is under planned economy system, it has exposed the serious lag. The confirmation and the safeguard of the freedom of changing oneg residence is the objective request of the market economy, it is advantageous to realize social justice, to reduce the differences between town and country, and to have the profit to social stability. Therefore, our country should restore the freedom of changing one＇s residence to the constitution as soon as possible, and implement new domiciliary system to adapt for the market economy.[著者文摘]
