摘 要:
制约我国农民增收的制度障碍来自于多方面综合因素，但总的来说，在政府行为上，主要表现为政府失灵和政策失效；在体制安排上，主要表现为土地制度、户籍制度、教育制度和税费制度等几个方面不合理因素的制约，其它方面的因素都是由此派生出来的，本文试就此论述之。[著者文摘]
