摘 要:
新经济政策是退却，是国家为克服经济危机向农民的暂时让步，是由社会主义退向国家资本主义，而不是建设社会主义的长期政策。新经济政策的阶级基础是工农联盟，工农联盟是建设社会主义的基本力量，但长期实行新经济政策会破坏工农联盟。新经济政策条件下不断出现阶级分化和阶级斗争，存在着资本主义复辟的危险。[著者文摘]

Abstract:
The new economic policy was the retreated policy, which the country＇ s temporary concession to farmers in order to overcome the economic crisis. The policy was that retreated from socialist to capitalist countries, instead of the long - standing policy of building socialism. The class base of the new economic policy was worker - peasant alliance, which was the basic force for socialist construction. However, the long - term implementation of the new economic policy would undermine the worker- peasant alliance.
