摘 要:
开放存取背景下国际期刊版权政策的调整有其理论、实践、舆论、政策、资金等多方面的因素，调整的主要内容包括采取灵活和多样化的授权模式、给作者预留自由选择版权政策的空间、扩大作者对作品电子版自我存档的范围、强制保证用户对作品自由使用的权利、削弱对职务作品访问获取的障碍等。我国期刊社应建立与完善版权政策，强调对作者与用户权益的保护，在向开放存取期刊转化过程中采取稳健的版权政策，政府亦应在期刊版权政策演变中发挥促进作用。[著者文摘]

Adjustment of Copyright Policy of International Periodicals under Open Access

Abstract:
There are many factors in the adjustment of international periodical copyright, including theory, practice, public opinion, policy, funds etc. On the whole, the main purpose is to adopt flexible and varied authorization modes, give authors reservation to select any certain policy, and enlarge the authors＇ private range of files of electronic works, to compulsorily protect consmnem＇ right to use these works flee/y, clear away obstacles of access for service works, and so on. China＇ s periodical press should establish and improve its copyright policy, enhence the protection of rights both for the authors and users, and take steady copyright policy while be engaged in the test of Open Access. Especially, the government ought to promote the evolution of periodical copyright.[著者文摘]
