洪水灾害是我国最频繁发生和最严重威胁国民安全与经济发展的自然灾害之一。我国洪泛区的面积、洪泛区内的人口和资产占全国的比例以及大都市周边的城市化进程与日本十分相似。日本在洪水管理方面的一些先进理念、技术和实践，特别是在洪水风险图编制方面的成熟经验，值得我们参考和借鉴。[著者文摘]

Comprehensive flood control measures and flood hazard mapping in Japan

Abstract:
Flood is one of most frequently happens and threatened natural disasters to the national safety and economic development in China. The percentage of flood-affected areas, population and property in flood-affected areas and urbanization process of surrounded municipalities is quite similar to that of Japan. Japan has built up advanced flood management measures, technologies and practices, especially in flood hazard mapping that of great value for reference.[著者文摘]
