摘 要:
传统文化是民族之根。“物质文化遗产”和“非物质文化遗产”作为民族智慧与文明的结晶，共同构成了民族情感和民族精神基础，承栽着民族历史的重任。面对“非物质文化遗产”日益严重流失的局面，国际组织和中国政府相继出台了保护“非物质文化遗产”的公约和措施。当前我国“非物质文化遗产”施行保护过程中尚有许多不尽如人意之处，亟需采取有效措施挽救那些处于濒危状态中的“非物质文化遗产”。[著者文摘]

Abstract:
Traditional culture is the root to a nation.＂ Substantial cultural inheritance＂ and ＂non- substantial cultural inheritance＂, as the essence of national wisdom and civilization, have formed the basis of national feelings and spirit, and have been undertaking the history of the nation. Facing the situation that ＂non - substantial cultural inheritance＂ is gradually losing, international organizations and Chinese govemment issued some protective Acts and countermeasures. Nowadays in China, there are still some unsatisfactory aspects during the protective process, which are urgent to be solved so as to save the ＂non- substantial cultural inheritance＂ in imminent danger.[著者文摘]
