公路交通安全系统化管理模式研究

摘 要:
随着社会的发展和人民生活水平的提高,道路交通安全问题已越来越受到人们的重视.作为道路交通重要组成部分,我国公路交通安全管理系统尚未有效地建立.在分析道路交通安全影响因素的基础上,结合我国目前公路交通安全管理现状,从系统的观点出发,提出了领导决策层、管理层和技术支撑层、实施层的三层公路交通安全管理体系,并对公路交通安全管理系统的实施进行了探讨.[著者文摘]

Abstract:
With the development of society and improvement of living standards, road traffic safety issues are getting more and more considerable. However, as one main part of road traffic, efficient highway traffic safety management systems have not been established. Considering the current state of highway safety management in China, based on analysis of safety relation factors, and from the standpoint of current status of highway traffic safety management, the systematic management mode is required. It contains three components：safety program leadership, operations manager and technical support,and implementation. The implementation of road safety management systems is also explored.[著者文摘]
