农民建房救灾资金分配中补助标准的确定及其实证分析

摘 要:
通过建立讨价还价博弈模型，描述了农民建房救灾资金分配过程中政府与受灾农民就补助标准的各自出价行为，确定了人均补助标准的范围。以2003年陕西省华县受灾后农民建房救灾资金的分配为例证，核定了补助标准，验证了该方法的可操作性。[著者文摘]

Fixing the Subsidy Standard for Peasants to Rebuild Houses in Distribution of Disaster Relief Fund with Practical Analysis

Abstract:
This paper describes the biding behavior about the standard of relief fund for both disaster - stricken peasants and government by setting up bargain model of game, and determines the range about standard of relief fund to rebuild houses for per capita. Through analyzing, the author gets that government encourages disaster - stricken peasants to participate actively in the distribution of relief fund for rebuilding houses and that can be good for peasants to strive for their own rights. It is also helpful for the government enhancing rationality of distribution and its efficiency, and impelling the government to confirm the distribution of standard of subsidizing more accurately.[著者文摘]
