摘 要:
本文从近十年我国初级能源（石油、天然气、煤炭、水电、核能）的开发利用结构及目前的探明储量和发展潜力出发，并根据有关部委的最新研究成果，经过与部分国家的对比分析，初步提出了我国初级能源利用结构的发展目标。即：加强对天然气、核能、水电的开发利用，降低对煤炭的依赖性；调整利用结构的主要目标应该是建立能源安全供应体系，降低对重点能源的过度依赖，减小风险；完善能源管理体制，实现对能源的集中统一管理。[著者文摘]

THE UTILIZATION STRUCTURE AND POLICY TENDENCY OF PRIMARY ENERGY IN CHINA

Abstract:
The paper contrasts the situation of China to other countries and brings forward the development goals of primary energy in China on the base of utilization structure, proven reserve and potential of primary energy （oil, gas, coal, water and electricity, nuclear energy） and according to the latest research results. The goals are enhancing the use of gas, nuclear energy, water and electricity, reducing the dependence on coal. The goals of adjusting the utilization structure should be establishing the security system of supplying energy, decreasing the dependence on the key ment of energy and realizing centralized and consolidated energy, reducing the risk, perfecting the managemanagement of energy.[著者文摘]
