摘 要:
失地农民养老保障制度必须与城市养老保障制度衔接起来，为将来可能的对接预留接口。浙江台州的实践符合这个原则，具有创新性，但实行3年来也出现了新问题。应该从规范政府出资时间与资金来源、引导失地农民成立互助合作组织、完善参保人员的转移政策等方面对该制度进行进一步的完善。[著者文摘]

Abstract:
The landless peasants＇ endowment security system should be directly linked to the existing urban endowment security system for possible future interaction during expansive developing, the practice in Taizhou has been creative. However, experienced new problems over the past 3 years. This system sould be better developed by regulating the time and ftmdlng sources of government contributions, helping landless peasants set up interdependent organizations, and consurnmating the shifting policies of the policy holders.[著者文摘]
