摘 要:
废物集中处理市场化与企业化运作的本质是环保部门和排污企业向废物集中处理企业委托了废物处理责任。本文采用贝克乐-斯蒂格勒的委托-代理模型，对影响集中处理企业从事道德风险行为的有关因素进行分析，为环保部门制定激励与约束政策提供思路。最后，结合大连经济技术开发区实践进行了案例分析。[著者文摘]
