摘 要:
规划审批决策是城市规划的关键，它不仅直接关系到城市总体功能的有效发挥，也关系到城市经济、社会、人口、资源、环境的协调发展和整个城市公众福利的充分实现，而兼具正义与效率价值的城市规划审批决策体制应为城市规划审批决策的关键。我国目前的城市规划行政最终决策体制缺乏正义与效率。城市规划委员会制度作为一种革新城市规划审批决策体制的有益尝试，目的在于以城市规划委员会集体决策的方式取代过去行政首脑个人决策的方式。但我国目前的城市规划委员会制度还名不符实，尚须在赋予城市规划委员会独立的审批决策权、改变城市规划委员会组成人员的产生方式与监督城市规划委员会审批决策过程等方面加以完善。[著者文摘]

Abstract:
Planning examination and approval decision-making is the key to the urban planning, which is not only directly related to the effective exertion of urban functions, but also the coordinated development of the economy, society, population, resources, environment and the full realization of the social welfare. Thus, the righteous and efficient urban planning approval decision-making system is of great significance. To substitute the collective decisionmaking mode of Urban Planning Committee for the past individual decision-making mode of administrators, the new system of Urban Planning Committee is a beneficial attempt to renovate the approval decision-making system of urban planning.However, the present Urban Planning Committee system is unworthy of the name or the title, and it needs the perfection in the aspects of decision-making power of urban planning, staff constitution and public supervision.[著者文摘]
