摘 要:
矿产资源是一种实物性财产，矿产资源所有权是指矿产资源的国家所有权，矿业权是指直接支配国家所有的矿产资源进行开发利用并享受因此所得利益的一种权利。计划经济体制时期实行的是矿产资源无偿使用和矿业权无偿取得制度，市场经济体制要求实行矿产资源有偿使用和矿业权有偿取得制度。矿产资源使用和矿业权取得制度的建设要区分矿产资源利用的三个阶段：勘查（调查）发现、勘查评价和开采阶段。矿业权的价值由矿业权国家所有者收益和矿业权投资者收益两者构成；矿业权投资者收益取决于矿业权价值、不取决于出资额。矿业权价款的内函是矿业权国家所有者收益和矿业权国家投资者收益之和。[著者文摘]

Thought of Concerning Mining Right Value and Mining Right Sun of Money

Abstract:
Mineral resource is a kind of real property. The ownership of mineral resource means the national ownership of mineral resources. Mining right is exploring and using all the national mineral resource, therefore enjoy the benefits of a right. It was applying free use system and free acquisition system in Planned Economy System Period. The Market Economy System , as requests applying paid use of mineral resources system and mining rights paid acquisition system. The construction of the system about the use of mineral resources and mineral rights is branched out into three stages： exploration and finding , exploration and evaluation stage, mining type. The value of mineral rights is made of the proceeds of national ownership and the income of investors. The income of investors is decided by the value of mineral rights , not decided by the fund paid out. The sun of money about mineral rights is made of the proceeds of national ownership and the incomeof national investors.[著者文摘]
