摘 要:
政府制定公平性的公共卫生资源配置政策是维护社会成员生存健康的重要保证,反思我国以往实施公共卫生医疗服务改革中的不足,其根本问题在于公共卫生资源配置的不公平使以农村居民为代表的社会弱势群体被排除在现有的医疗保障体制之外,结果损害了公众的生命健康,阻碍了经济的发展,构成了社会不稳定因素.而政府实现公共卫生资源的公平性供给策略是政策上的公平设计和服务上的公平供给.[著者文摘]

Governmental Decision and Justice on Resources Distribution of Public Health

Abstract:
Fair policies made by the government on the distribution of public health resources serve as an important assurance for the wellbeing of social residents. On reflection of the unsuccessful performance of previous reforms in public health service in China, we can conclude that the main problem lies in the unfairness of resources distribution which excludes weak classes of rural residents out of the medical security system, thus impairs wellbeing of the public, hampers economy development, and partially results in the social instability. Fair distribution of public health resources lies in the fair design of policy and the just supplement of service.[著者文摘]
