摘 要:
科技成果转化涉及的环节和影响因素较多，国内外学者对此都进行了深入的研究。从政府的角度来看，主要表现在政府的政策与制度环境不完善、管理体制存在弊端、观念落后、服务意识不强等几个方面。需借鉴发达国家成功经验，采取切实可行的措施，但应注意：政府在科技成果转化中应摆正位置，充分发挥其扶持和服务的重要作用。[著者文摘]

Abstract:
The transformation of scientific and technological achievements deals with more links and influential factors. The domestic and international scholars have taken an in- depth study on them. On the government side, these links and influential factors mainly inculde imperfect system environment, low - effciency management system, backward idea, insufficient service consciousness , etc. Referring to the successful experiences of developed countries, the paper proposes some practical measures ensuring of the supportive and serricing governmental role during the transformation of scientific and technological achievements.[著者文摘]
