摘 要:
文章概述了（《淮流规》中水资源配置规划的主要内容与实际发生情况，并对其进行综合评价，指出水资源供需产生偏差的主要原因在于对社会经济发展形势估计不足、对水资源的制约作用估计不足、对水资源工程预测过于乐观和需水预测偏大等，并提出了新形势下水资源配置规划的思路及对策建议。[著者文摘]

Abstract:
The author described the main content and real condition of the deploy and plan of water resource in Huaihe River drainage area plan and evaluated it in a comprehensive manner, thus pointing out that the main reason for the warp of the supply and demand of water resource are the insufficient estimate for the social economic development and for the restrictive function of water resource, blindly optimistic for cast to water resource project and the forecast of water demands more than the real condition. Finally, the author put forward the necessary change of thinking style and related solution of deploy and plan of water resource in new condition.[著者文摘]
