摘 要:
长江水污染问题已呈现日益加重的趋势,它直接威胁到江苏沿江城市居民饮用水安全和城市可持续发展目标。我们应用战略眼光研究长江水污染问题的现状和成因,以及江苏沿江城市在发展过程中对长江水资源的依赖关系。在此基础上给出对策建议：思想重视、整体意识、建立经济赔偿制度、长江水资源协调机构、下游发言权制度、法律有效实施制度和长江水污染信息共享系统等。[著者文摘]

The Strategic Thinking of the Influence of Changjiang Water Quality on the Safety of the Drinking Water in Jiangsu Cities

Abstract:
Changjiang River＇s pollution is getting worse and worse, and is directly threatening the safety of Jiangshu cities＇ drinking water along the River and sustainable development. We should apply strategic eyesight to study the present status and cause of Changjiang water pollution problem, as well as the dependant relationship of Jiangshu Cities along the River on the Changjiang water resources. The thesis gives out the following countermeasures and suggestions： put stress into the mind,possess a whole consensus,establish a compensate system,found a institution to distribute the water resources,a system to voice for the lower reaches of the River, effective and efficient law, as well as information-sharing system about Changjiang water pollution.[著者文摘]
