美国内战爆发后，是军队最先触及并对黑人问题的解决进行了尝试。他们界定黑人身份，安置、教育黑人，建立处理自由民、难民事务的军事机构自由民局。军队对黑人事务的处理既是军队处理战时重建问题的重要组成部分，也是战后军队介入南方重建事务的前奏。[著者文摘]

On Dealing With the Biackmen＇ s Affairs by Army during America＇ s Civil War

Abstract:
After America＇ s civil war broke out, it was army that touched and dealt with the problem of blackmen. They defined blackmen＇ s identity, settled and educated blackmen and set up the Freedmen＇ s Bureau that dealt with the matters of freedmen and ref ugees. On dealing with the blackmen＇ s affairs by army was an important part of handling reconstructive problems by army during the Civil War, and it was also a prelude which the army intervene with the reconstructive affairs in the South after the Civil War.[著者文摘]
