摘 要:
发展中欧关系与推进中国的民主政治建设是中国并行不悖的两大政策目标。对于进一步发展双方关系，中欧之间既有利益基础也有战略共识。但是，中欧关系并非没有摩擦，双方关系远没有超越意识形态冲突。加快推进中国的民主政治建设，有利于消除隐藏在中欧关系中的一个结构性矛盾，有利于掌握发展中欧关系的主动权。必须强调，中欧关系的发展可以转化为有利于促进中国的民主政治建设，而不能以损害推进中国民主政治进程的主导权为代价。因此，在发展中欧关系的同时，加快推进中国特色的民主政治建设，变被动应付为主动应对，符合中国的国家利益。[著者文摘]

Abstract:
Developing Sino-European relations and promoting Chinese democracy construction are two policy goals that do not interfere on each other. On the development of Sino-European relations, there exists both interest base and strategic common ground. However, it does not mean that there is no conflict between China and EU, the bilateral relations do not surpass the ideological conflict. Accelerating Chinese democracy construction is conducive to eliminate the hidden contradiction in Sino-EU relations; and to master the initiative in the development of Sino - EU relations. It is should be emphasized that the development of Sino - EU relations can be propitious to Chinese democracy construction, while can not be at the cost of losing the initiative of Chinese democracy process. Therefore, on the development of Sino-EU relations, democracy construction with Chinese characteristics should be accelerated and passive measures should be replaced by active ones so as to accord with Chinese national interest.[著者文摘]
