摘 要:
非物质文化遗产保护刻不容缓。非物质文化遗产保护工作中政府主导问题，也必然伴随着责任问题，没有责任的约束，政府主导可能由于权力缺乏约束而异化甚至被滥用，从责任的维度考察非物质文化遗产保护工作，厘定政府责任，是必要而且紧迫的。[著者文摘]

Abstract:
Intangible culture heritage is in urgent need of protection. While the government is playing a leading role in preservation of intangible culture heritage, it is taken for granted that the government is accountable for the work. Taking no accountability, government＇ s power might be misused or even abused because of absence of constraint. Therefore, to examine the preservation of intangible culture heritage from the perspective of duty and demarcate government＇ s accountability is an urgent task.[著者文摘]
