摘 要:
城市群是城市化发展的新形态,也是区域经济发展中的“发展极”。以西安为中心的关中城市群已经形成了西部经济“发展极”的初始条件,成为了西部经济发展的核心地带。以西安为中心的关中城市群的基本现状是：城市群总规模较小,中等城市数量少,小城镇发展滞后。从目前提高竞争力和带动西部经济发展的目标来看,面临着完善空间结构、功能结构和时序结构的任务。在空间结构优化方面,要强化西安中心城市的作用,培育二级中心城市,完善小城镇建设体系,以西安为中心构筑四大城镇群。在功能结构完善方面,要强化城市群区的联系,进行城市群中各个城市功能和性质的重新定位;从时序结构的完善来看,要以增强中心城市的吸引力和辐射力为目标,从近期、远期和远景三个方面安排时序结构。[著者文摘]

THE. STRATEGY AND STRUCTURAL OPTIMIZATION OF GUANZHONG CITY GROUP AROUND THE. CENTER OF XI＇AN CITY

Abstract:
City group is not only a new shape of the city development, but also a development pole in the regional economic development. Guanzhong city group around Xi＇an has formed the primary condition of the western regional development pole, and it has become the core belt of the western economic development. The basic structure state of Cuanzhong city groups around Xi＇an is that the size of the city group is small, the number of middle cities is a few and the development of small towns is behindhand. The most important factor of developing city group is to form a sound structure, but GuanZhong city groups around Xi＇an lack this structure. For the target of improving competitiveness and promoting the western economic development, we are now facing the tasks of perfecting space structure, functional structure and timing sequence structure. As for the spatial structure, the space network of city groups has primarily formed, and the city distribution is centralized. On the aspect of perfecting space structure, three levels of spatial structure in the whole group should be formed： big cities, small cities and small towns mass group, we should intensify the central function of Xi＇an city, cultivate the second class cities and perfect small towns construction. Gradually we will build the four big towns groups around the center of Xi＇an. In the functional structure, a single city function is prominent, while the comprehensive functions of city groups function is weak; cities in the groups lack a clear division. In order to perfect functional structure, we should strengthen the relationship among city group and readjust the function and quality of each city. In the timing sequence structure, the Guanzhong city groups has developed without order and the cooperation among cities has not formed a good pattern. We should arrange the timing sequence structure in the near future, the metaphase and long-dated future and we should also enhance the attraction and radiation of the central cities. We should strengthen the leadership position of Xi＇an in Guanzhong city group and improve the economic attraction and influence in recent years. We＇U gradually form the four city groups system in the future by connecting Xi＇an and Xianyang city. We ＂U establish the economic integration of Xi＇an and Xianyang as the center of economy, culture, trade, information and finance, and at the same time radiate to the northwest, middle and southwest area of China, and play its role in the new round of development in the western region.[著者文摘]
