摘 要:
国土整治事关我国经济社会发展的全局，对于我国欠发达地区十分宝贵的国土资源而言，国土整治的法制建设与完善势在必行。本文从国土立法滞后、国土生态补偿机制缺失、行政监管力度不够等方面剖析了当前我国欠发达地区国土整治中存在的问题及原因，并从完善立法、生态补偿机制及加强行政监管等方面提出了相应的对策，旨在为我国欠发达地区国土整治工作提供参考和借鉴。[著者文摘]

Abstract:
Territory renovation concerns the economic and social development of China, and for the underdeveloped regions, its legal construction and perfection is particularly in clear need. This paper analyzes the problems and causes of the issue from the aspects of the delayed law making, the lack of a compensation mechanism, and the weak administrative monitoring, and perfecting of the laws, the compensation system, then proposes the countermeasures of speeding up the making as well as reinforcing the administrative superintendence, for the territory renovation in the underdeveloped regions of China.[著者文摘]
