摘 要:
推进军队后勤保障和其他保障的社会化，有利于实现富国与强军的统一。国民经济动员机构具有支撑军队后勤社会化的优势，通过国民经济动员机构支撑军队后勤保障和其他保障的社会化，有助于促进军民结合，推进平时保障与战时保障的统一，促进资源整合，并且符合机构改革的精神。为此，要在体制上明确各级国民经济动员机构的职能，建立和健全军队后勤保障和其他保障社会化的监督和监管机制，在围民经济动员潜力调查的基础上建立国防采购数据库，在国民经济动员信息化建设的基础上推进闰防采购信息化，开展军队后勤保障和其他保障社会化的科学研究工作，通过积极培养人才来加强队伍建设。[著者文摘]

Upgrade the System of Mobilization of National Economy, Support the Socialization of the Logistics of the Army

Abstract:
The promotion of socialization of the logistic guarantee and other guarantees of the army is beneficial for the unification of a wealthy nation and a strong army. The system of mobilization of national economy has the advantage of supporting the socialization of the logistics of the army, and supporting the socialization of the logistic guarantee and other guarantees of the army through the system of mobilization of national economy, is good for the unification of the army and the people, the promotion of the unification of the peacetime guarantee and wartime guarantee, and the promotion of the conformity of the resources, and it accords with the spirit of institutional reform. So, there is the need to make clear the functions of the national economy mobilization institutions from the systematic level, to establish and perfect the supervision and inspection system of the logistic guarantee and other guarantees of the army, to found the database of national defense purchasing on the basis of the investigation of the potential of national economy mobilization, to promote the informationization of the national defense purchasing on the basis of the construction of the informationization of national economy mobilization, to develop the scientific research of the socialization of the logistic guarantee and other guarantees of the army, and to strengthen the construction of the army through the active fostering of the able person.[著者文摘]
