摘 要:
农民的参与意愿、参与能力及参与程度是新型农村合作医疗制度持久运行的基础。鉴于新型农村合作医疗制度在保障参合农民权益方面存在的缺陷，提出必须以参合农民的实际医疗需求为中心，进行筹资管理、补偿监督等制度性建设，构建适宜的农民参与机制，强化政府公共服务职能，优化医疗机构服务，让农民真正融入合作医疗制度中并从中受益。[著者文摘]

The Protection of Peasant＇s Rights and Interests in New Rural Cooperative Medical Care System

Abstract:
Peasants＇ participation wish, participation capacity and the participation degree are the foundations of new rural cooperative medical care system＇s sustainable operation. In view of the defects of the new rural cooperative medical care system in protecting farmer＇s rights and interests, this paper proposes that peasants＇ actual medical demand should be taken as center, then the fi- nancing management, compensation and supervision system, peasants＇ participation mechanism, the government＇s public service functions, and the medical services should be built, improved and optimized, so that peasants would really integrate into new cooperative medical care system and benefit from it.[著者文摘]
