摘 要:
黄河下游滩区补偿政策研究是黄河水利委员会为解决黄河下游治理方略和确保滩区群众生产之间矛盾而设立的专项研究，研究成果已于2005年10月通过验收。该研究选取“96·8”洪水、2000年调水调沙和2003年防汛漫滩村庄及部分“落河村”进行调查，依据2002年颁布实施的《蓄滞洪区运用补偿暂行办法》，结合黄河下游滩区情况，确定了黄河下游滩区淹没补偿范围。[著者文摘]

Studies on compensation policy to flood plain in lower reaches of the Yellow River

Abstract:
The study on compensation policy to flood plain in lower reaches of the Yellow River is a special subject study, with the objectives of making the harness strategy of lower reaches of the Yellow River and allviating contradiction between people and production in flood plain areas. The study result passed check and acceptance in October 2005. The study selects ＂August 96 Flood＂, 2000 water and sand regulation and villages in flood plain areas in 2003 and some ＂overland villages＂ for investigation. The scope of compensation of flood plain areas in the lower reaches of the Yellow River is defined in accordance with the Implementation Method for Operating Compensation in Flood Retention and Storage Area that promulgated in 2002, by taking the flood plain area in the lower reaches of the Yellow River into consideration.[著者文摘]
