摘 要:
通过对国内外重大水利水电工程生态与环境保护实践的调研分析，提出应加强流域综合规划和规划环评，加强生态调度，建立环境友好的水利水电工程技术体系；加强河流生态保护目标研究，尽快建立水生态监测体系和生态补偿机制，并建议设立生态补偿专项基金，为各项工作提供资金保障。[著者文摘]

Abstract:
By surveying and analyzing practices of ecological and environmental protection in key water resources and hydropower projects in both China and other countries, the paper concludes that comprehensive planning of river basins, EIA of the planning and ecological management should be strengthened and environmental friendly technology system of water resources and hydropower projects set up, researches on river ecological protection objectives enhanced, monitoring and supervising system of aquatic ecology and ecological compensation mechanism established as soon as possible It is also suggested to initiate a special fund for ecological compensation to provide all kinds of business with financial guarantee.[著者文摘]
