摘 要:
在水权制度建设中，浙江省根据经济社会的发展要求，积极探索水权制度建设，自发产生了我国第一次水权交易，在我国水权制度建设与发展中具有十分重要的地位和意义。尽管浙江省水权交易的实践在初始水权问题、交易合同的合法性、交易主体等方面存在争论，但在区域水量配置层面、取水权配置层面、水资源保护层面、水权建设的技术支撑层面都进行了一些探索和实践。这些实践具备了水权制度建设的雏形，也为我国其他地区的水权制度建设提供了经验。[著者文摘]

Abstract:
Basing on requirements of social and economic development, Zhejiang has actively explored water rights system in the process and the first water rights trade taken place spontaneously, which is of great significance in water rights system formation and development. Although debates remain in aspects of water rights initiation, legitimacy of trading and parties involved in trading, etc in the practice, it has pioneered practice in aspects of regional water quantities distribution, water withdrawal allocation, water resources protection, technical support for water rights system development. These practices reflect rudiment of water rights system and also provide valuable experience for water rights practice in other regions.[著者文摘]
