节水型社会建设多元化筹资途径研究

摘 要:
节水型社会建设的顺利推进有赖于资金的稳定投入。目前我国节水型社会建设投资机制不完善导致资金缺口很大,制约着节水型社会的建设。在分析节水型社会建设投资机制问题和节水型社会建设项目特点的基础上,探讨了水利部门节水型社会建设多元化的筹资途径：公共财政支出是节水型社会建设投资的主渠道,应保证财政资金的稳定投入并保持适度增长;挖掘财政投资潜力,用好用活水资源费,解决节水型社会建设资金瓶颈;充分利用市场机制,多元化筹措节水型社会建设资金。[著者文摘]

Abstract:
The promotion of water-saving society relies on stable input.However,the incomplete financial system results in a gap of fund raising that has become a restricted factor for the establishment of water-saving society.On the basis of investigating issues related to financial system and features of water-saving society establishment,how to raise funds through multi-channels are discussed.It is found that public finance is the main source and should ensure an appropriate increase of its use so as to stabilize input.It is necessary of fully exploring the potential of public finance and make good use of water resources fees,so as to break the financial bottleneck,take the advantage of market mechanism and collect funds through multi-channels for water-saving society establishment.[著者文摘]
