水资源的紧缺与自然条件有关，是不以人的意志为转移的，而浪费绝大部分是由价格机制的不合理性、水资源的外部不经济性、工农业生产与运作方式的落后性等人为因素造成的，可以通过利用价格杠杆合理配置水资源、大力发展节水产业和循环经济等途经解决水资源浪费问题，提高我国水资源的利用率．[著者文摘]

Economics analysis of waste of water resources and countermeasures for its control

Abstract:
The shortage of water resources is related to the natural condition and does not depend on the consciousness of human being, while the waste of water resources is mainly caused by some human factors, such as irrational price system, non-economic external characteristic of water resources, and backward industrial and agricultural production and operation modes. Some countermeasures were proposed to deal with the problem of waste of water resources, including the adoption of price lever for rational allocation of water resources and paying much more attention to the development of water-saving industry and cyclic economy, so as to improve the utilization ratio of water resources in China.[著者文摘]
