摘 要:
根据我国“十一五”林业产业发展的主线，作者探讨了由林产工业大国迈向强国的途径。首先要实现原料基地化，生产规模化，管理现代化，经营国际化，产品品牌化；其次要以提高林地生产率为核心，做强林业第一产业，以提高产品科技含量、增加附加值为核心，做强林业第二产业；第三要发挥比较优势效益，发展地区特色产业，推进林产工业聚集和产业带的形成。作者最后进一步强调，要加强政策引导和规范，建立行业准入制度加强规划，建立预测预警系统，强化宏观调控，实施分类指导和发挥行业协会作用。[著者文摘]

To Expand and Strengthen Forest Industry in China

Abstract:
Coinciding with the development of the forest industry during the coming ＂The Eleventh Five-year Plan＂ in China, the author discussed the main concern for the industry to become more competitive from the current big producer status. First, it is necessary to build raw material sources, to realize large-scale production, to modernize management, to globalize business management and to build well-known brand name products. Secondly, forest solicitude industry could be strengthened by improving forest land productivity and the forest product processing industry by up-grading innovation and add-value on raw materials. Thirdly, China should persuade comparative advantage to develop regional characteristic industry and the assembly area in order to promote forest industry assembling and industrial zone. To fulfil the above-mentioned thoughts, several actions should be taken such as strengthening policy guidelines and normalization, making up industry permit regulations, strengthening planning guidelines, building forecasting and early-warning system, strengthening government macro management, implementing regional policy and making industry associations more active.[著者文摘]
