摘 要:
1999年广东省落实生态公益林效益补偿以来,在生态公益林效益补偿机制方面做出了许多有益的探索,同时也存在缺乏法律保障、补偿主体和补偿方式单一、补偿对象所有权和经营权高度统一、补偿标准过于统一、补偿对象经营权受限程度与补偿标准不对等问题.文章对广东省生态公益林效益补偿机制所取得的成效进行了评价,并针对目前补偿机制存在的主要问题提出了对策,即加快立法、引入市场机制、多元化补偿方式、探索经营方式、制定合理补偿标准和分类补偿等.[著者文摘]

The Present State and Countermeasures of Compensation Mechanism for Non-commercial Ecological Forest of Guangdong Province

Abstract:
Since compensation mechanism for non-commercial ecological forest of Guangdong province was taken effect from 1999, some explorations have been made by the provincial government in the establishment of compensation mechanism for non-commercial ecological forest, whereas there are some problems need to pay atten- tion to, such as deficiency in legitimate guarantee; monotony of compensation subject and channel; the unification of ownership and management of compensation object; over-unified compensation standard; imbalance between the management restriction of the compensation object and their compensated degree, etc, This paper makes assessment on the effect of the compensation mechanism for non-commercial ecological forest of Guangdong province and puts forwards the strategies concerning the main existing problems in the mechanism, The strategies suggested in the paper include accelerating and strengthening legislation, introducing market mechanism, multiplying compensation mode, improving management style, establishing sensible compensation standard and classified compensation system.[著者文摘]
