摘 要:
袁世凯和地方实力派在处理双方的关系时均表现出两面性特点。袁世凯利用地方实力派的依附与支持以巩固自己的统治，同时又担心地方实力派壮大而经常限制他们的发展。地方实力派则始终将袁世凯作为谋取权力和利益的工具，当袁势力强大统治稳定时，他们竭力奉承与巴结袁，当袁之统治出现危机时，他们便纷纷反袁。袁世凯专制集权统治的建立与潜在的不稳定性是与地方势力派的依附与反对密切相关的。[著者文摘]

Abstract:
Yuan Shikai and the place local power factions displayed the dual characteristics when dealing with the bilateral relations. Yuan Shikai consolidatedhis own rule relaying on the local real power factions＇ attachments and supports and frequently restricted them because of worrying about the development of their strength. The local real power factions regarded Yuan Shikai as a tool to gain authority and benefits. When Yuan＇s rule was formidable and stable they exhausted the flattery to Yuan Shikai to the strong point, when suffered from the crisis, they all opposed Yuan. The establishment and the latent instability of Yuan Shikai＇ s centralization rule were related with the opposition and attachment of the place real power factions.[著者文摘]
