摘 要:
作为中国近现代史上非常有影响力的著名人物，袁世凯得以经过洹上三年的隐居生活东山再起，并结束清王朝的统治。出任民国大总统，此中因由，就外部而论，主要来自于北洋集团、资产阶级立宪派、西方列强及部分革命派分子的支持，以及满汉矛盾尖锐复杂这一有利的政治局面；就内部而论，主要是基于袁世凯的个人能力。他喜好结交、仗义疏财，广结姻亲，且政绩突出：鳊练新军、重视教育、兴办实业、禁毒禁赌等。袁世凯在辛亥革命中出任大总统，开创北洋政府，并非学界所谓的侥幸“窃取”，而是权利搏弈中的实力体现。[著者文摘]

Abstract:
As an influnencing man, Yuan Shikai was very famous during modem history in china. After three years reclusion in Huan Yuan, Yuan Shikai staged a comeback finally. He finished the Qing Dynasty＇s rule and became the president of the Republic of China. How can he realize it？ We could discuss it from two aspects. Firsty, the external factors ： the support from BeiYang clique, constitudionalists, western powers and some elements of the revolution; In addition, the complicated contradictions between Man and Han also helped it. Secondly;the internal factors：Yuan Shikai＇s unparalleled personal capacity. He liked to make friends with others; he was generous and had broad affinity and outstanding achinevements; he also built up a New Army, paid more attention to education, industrial projects, the prohibition of drugs and gambling, etc. In the end, Yuan Shikai took the post of the president in the 1911 revolution, and created the Northern government. His actual strength and other favorable state of affairs led to his success. We could say that it was the historical choice of Yuan Shikai![著者文摘]
