摘 要:
以学分制的普遍试行为特征，我国高校的宏观教学管理模式已发生了重大的变化，但基层教学管理仍维持原有的传统模式，造成了事实上的管理脱节。为了理顺关系，应通过管理重心下移，从体制、观念、人员、制度等方面入手，完善基层教学管理模式，使系、部等基层教学单位成为高校教学管理的主体。[著者文摘]

Abstract:
University taking the general trial of credit system as the charactefstics, great changes have taken place in teaching and management model from macroscopic point, t of view in our country,but teaching management in the basic units still maintains the original traditional pattern,resulting in the state of out of joint in management.
